Windows RT 8.1 Update 3 will include a «start menu», but this major update will not
Although Microsoft has already confirmed that Update 3 for Windows 8.1 RT will be released in September, the exact release date is yet kept secret, however, as the content of this update, which the company will inherit some of the features of Windows 10. However, if you believe the latest rumors, Update 3 can go the way of Windows Phone 7.8, there will be only cosmetic changes.
According to reports WinBeta.org, Windows RT 8.1 Update 3 will include a «start menu», which was part of an internal build of Windows 8.1, shown last year during Build 2014, and then was implemented in early versions of Windows 10.
The reason lies in the choice of means used to develop this interface element in the first builds of Windows 10 Technical Preview, the start menu was written using code for Windows 8.1, but then the developers used the XAML and the new APIs.

The initial screen will continue to be part of Windows RT, and can be turned on and off using the options provided.
Despite the availability of menu «start», albeit not exactly the same as in the Windows 10 update will not contain any other features that characterize the new operating system from Microsoft. In particular:
- Windows RT will not support the execution of Windows Store apps in Windows;
- will not support this app/ Continuum (i.e., switching between the start menu and the start screen will not be automatic);
- will not support Universal App platform, thus eliminating the presence of the new universal apps and the new Windows Store.
