How to prevent any manipulation of the tiles on the start screen in Windows 8

The program’s interface is very simple and consists of only two buttons «Enable» and «Disable». After clicking on button «Enable» the app will disable all functions to customize tiles on the start screen. In addition, will block the ability to drag the tiles. By clicking on the button «Disable», the app will disable the lock, that is, you get access to the buttons in the lower pane of the start screen, and will be able to drag the tiles.
